Keio University is committed to the protection and appropriate use of personal information. Following the Japanese Government's April 2005 implementation of the "Act on the Protection of Personal Information," to clarify our position on this matter Keio University established a "Basic Policy concerning Protection of Personal Information," as well as "Rules for Protection of Personal Information." We request that all members of the University familiarize themselves with the guidelines outlined in the above documents so as to ensure secure and appropriate use of personal information. Moreover, following the implementation of the My Number system for social security and taxation policies, Keio University has established a Basic Policy Concerning Appropriate Management of Personally Identifiable Information to clarify its position on the matter.

Questions or comments concerning the appropriate treatment of personal information should be addressed to the nearest administrative office or to the University's Office of Personal Information Protection.

Basic Policy Concerning Protection of Personal Information

Founded on the principles of "independence and self-respect," Keio University fully respects the individuality of our students, our faculty, the users of our medical facilities, and all other members of our community. This respect entails an obligation to appropriately protect individual privacy. Consequently, we hereby establish a basic policy to help ensure appropriate handling of personal information as defined under the Act on the Protection of Personal Information (hereafter "the Act")

Keio University shall comply with the terms of the Act and of all related ordinances, and shall treat personal information in a way that conforms both with these statutes and with our founding principles of independence and self-respect.

University faculty and other University employees (including subcontractors) shall remain aware at all times that proper handling of personal information is an essential aspect of respect for the individual, and shall treat all such information in accordance with the Act, with related ordinances, and with the policies and rules set forth by the University.

1. Use and Protection of Personal Information

The University shall, insofar as is practical, closely delimit the ways in which personal information may be used for the purposes of conducting education, research, medical activities, and other such University endeavors; and shall utilize such information properly and only as necessary to enable effective operation and the provision of relevant services.

The University shall establish appropriate organizational, physical, and technical means so as to enable safe maintenance and management of the personal information that it acquires. Faculty and other employees who are given access to such information shall be subject to appropriate supervision as necessary to maintain secure management of this information.

2. Establishment of Rules to Protect Personal Information

To promote proper handling of personal information, the University shall establish Rules for Protection of Personal Information in accordance with the concepts set forth in the Basic Policy. The University, its faculty and other employees shall handle personal information in accordance with these rules and with all other relevant regulations. These rules and regulations may be revised as appropriate in accordance with changes in social environment and usage requirements.

3. Organizational Structure for Protection of Personal Information

Keio University shall establish an organizational structure for the purpose of protecting and promoting appropriate use of personal information, as follows:

  • (1)
    The president of the University shall designate a Vice President to serve as Executive Officer for Protection of Personal Information.
  • (2)
    The University shall establish a "Committee on the Protection of Personal Information." This Committee shall carry out appropriate deliberations with respect to matters concerning the protection of personal information, and shall work to devise appropriate responses to anticipated issues.
  • (3)
    The University shall establish an "Office of Personal Information Protection" for the purpose of receiving and providing rapid and appropriate responses to questions and complaints regarding the handling of personal information.
