Book by SFC Faculty Members Wins the Ozaki Yukio Memorial Foundation "Gakudo Book of the Year 2025 Grand Prize in Diplomacy"

The book "After the Ukraine Crisis: Choices of the International Community and Japan," co-authored by Tomoki Kamo (Professor, Faculty of Policy Management), Yoko Hirose (Professor, Faculty of Policy Management), Satoru Mori (Professor, Faculty of Law), Masahito Watanabe (Professor, Faculty of Policy Management), Michito Tsuruoka (Professor, Faculty of Policy Management), Motohiro Tsuchiya (Professor, Graduate School of Media and Governance), Motonobu Fujita (Professor, Faculty of Policy Management), Tomoyuki Furutani (Professor, Faculty of Policy Management), and Ken Jimbo (Professor, Faculty of Policy Management), has been awarded the "Gakudo Book of the Year 2025 Grand Prize in Diplomacy."

The Gakudo Book of the Year was established in 2014 to honor outstanding books related to constitutional government, national politics, local autonomy, and elections. Selection criteria include being published in the relevant year, excellence in the field of politics, and being specifically recognized by the foundation as worthy of the award in light of the social situation of the selection year. For this 12th edition, the book won the Grand Prize in the Diplomacy category for its expert analysis of the Ukraine crisis from the start of the war to the present, and for garnering significant support as a work that helps prevent public interest from fading.

After the Ukraine Crisis: Choices of the International Community and Japan

I am honored that "After the Ukraine Crisis: Choices of the International Community and Japan" (Toyo Keizai Inc., 2025), which I wrote alongside many of my colleagues at Keio University, has been selected for the "Gakudo Book of the Year 2025 (Diplomacy Category)" by the Ozaki Yukio Memorial Foundation.

The book begins with the words: "In today's international community, the scenario that peace can be achieved simply by advocating for international cooperation no longer holds realism." Russia's invasion of Ukraine in 2022 brought this sense of crisis clearly before our eyes. A reality different from the international order we imagined in the 1990s, when we authors studied international politics at university, now unfolds before us.

The central keyword of this book is "choice." We focused on the policy choices made by states and international organizations and analyzed how the international order is being shaped. We also examined the impact of advancements in information and communication technology and autonomous technology on policy judgment and the formation of views on order.

This perspective of "choice" is derived from "Policy Management," which is a pillar of the educational philosophy at SFC. Viewing policy as the act of how humans choose and decide on actions within society, and thinking comprehensively about the results, is at the core of Policy Management. This book was born by bringing together the expertise of faculty members belonging to the Faculty of Policy Management and colleagues with whom we regularly engage in research exchange.

It is rare for a collaborative research volume by experts to be selected for such a book award. I feel deeply honored to be chosen for this award, which carries on the spirit of Yukio Ozaki, known as the "God of Constitutional Government." I hope this book will help readers choose their future in the midst of a turbulent international community.
