This study group examines the relationship between science and technology policy and national security, and the relationship between science and technology and strategic decision-making, and considers future directions.

In the National Security Strategy and National Defense Strategy published in December 2022, the defense production and technological base is an essential foundation for ensuring stable research, development, production, and procurement of equipment in Japan and incorporating advanced technologies necessary for new ways of fighting into defense equipment, and the policy was clarified to position it as the defense power itself for Japan and to work on fundamentally strengthening it. Based on this policy, in order to implement measures such as "ensuring stable manufacturing of equipment, etc.", the Defense Production Base Strengthening Act was enacted in June 2023 and came into effect in October of the same year. Now that more than a year has passed since the enactment of the Act, what is the state of Japan's defense production and technological base? In this project, we will attempt to gain a comprehensive understanding of the current situation and challenges of the major actors supporting Japan's defense production and technological base through lectures, model making, and facility tours.

Mission engineering (ME) is an approach that includes organizational change focused on mission success, and is a methodology for planning, analyzing, organizing, and integrating current and new operational and system capabilities to achieve desired effects. The results of ME are used for various purposes. For example, they address unit-wide integration and interoperability issues, clarify requirements for new equipment systems, and are reflected in acquisition, research, and development decisions, as well as enable an early transition from qualitative to quantitative analysis. The application of ME is also expected to provide initial insights into what constraints exist, what is possible, and what is difficult from a technical perspective. This project aims to deepen a comprehensive understanding of the process and effects of ME in line with the Mission Engineering Guide (2nd Edition) published by the U.S. Department of Defense in October 2023. Specifically, the team will identify the subject of analysis in accordance with the ME Guide, and then use tools such as Command: Modern Operations (CMO), a commercial version of a combat-level simulator, to create original scenarios and conduct early-stage analysis and evaluation.
