本研究は、水資源を焦点に、グローバル・サウスの地域・国々の事例を取り上げ、気候変動による自然の衝撃が社会と政治にどのようなストレスをもたらすか、また、いかなる過程を経て社会の不安定化、資源獲得競争、国家の動揺、武力紛争、難民・移民などの現象を引き起こす原因となるのかを問い、気候変動政治のメカニズムを解明する。同時に、自然の脅威を前に国際社会、国家、草の根社会がいかなる緩和と適応を行うかを考察し、気候変動レジリアンスの仮説を提示する。さらに、気候変動安全保障を中核とする新しい安全保障論と、国連持続可能な開発目標（SDGs）とを連携させたグローバル・ガバナンス論を論じ、政策的検討を試みる。

This research was conducted as a comparative study about Palestinian refugees in Jordan, Lebanon and Kuwait. Their legal status, social inclusion and exclusion, and the surrounding political situation were investigated, and perception and practice about naturalization in their each resident country was analyzed. Difference of the policies and their effect on the lives of Palestinians were also clarified through interviews and documental research.

中東、とりわけ東アラブ地域は、「国際社会最大の脅威」と目されてきたイスラーム国が衰退し、「ポスト・イスラーム国段階」とでも言い得る新たな局面に迎えた。このことは、イスラーム国の温床となってきた「弱い国家」や権威主義的支配が同地域から解消したことを意味せず、各国における国家再建や復興の前途は依然として多難である。だがその一方で、国家の法的・制度的枠組みの外に身を置き、紛争や混乱のなかでその弱体化を誘引してきた非公的政治主体のなかに、国家に挑戦するのではなく、その機能を補完しようとするものも現れている。 本研究は、ポスト・イスラーム国段階の東アラブ地域における非公的政治主体の営為に焦点をあて、それらがいかなる政治的、社会的な条件のもとで、国家再建や復興において積極的、あるいは否定的な役割を担おうとするのかを解明することを目的とする。 初年度にあたる2018年度は「紛争と混乱の現状」を重点課題とし、その解明をめざした。具体的には、「今世紀最悪の人道危機」と呼ばれたシリアの紛争と混乱の現状を把握するため、その最大の被害者でもある国内避難民（IDPs）を対象とした世論調査を、シリアの研究機関と共同で実施、その結果の分析を行った。一方、公的な政治的営為が展開する国会に着目、2018年にレバノンとトルコで実施された総選挙、そしてシリアの統一地方選挙の立候補者の所属組織、経歴などにかかる情報収集を行った。 これらの研究の成果は、シンポジウム、インターネット、雑誌論文を通じて公開した。 2018年度の重点課題であった「紛争と混乱の現状」を、世論調査や国会・地方自治体選挙関連の情報収集を通じて的確に把握できたため。 IDPsを対象とした世論調査や議会・地方自治体にかかる情報収集を通じて把握できた「紛争と混乱の現状」を踏まえて、それが非公的政治主体の営為を政治的、社会的にいかに規定するのかを解明していきたい。

In this study, we looked into the ‘unofficial political actors’ that came into power and regained impetus under the political turmoil of the Arab world called ‘the Arab Spring’, and aimed to elucidate what influences their activities were giving to the politics of the Eastern Arab countries. In the field researches and information gathering each of researchers conducted, we focused on accurately understanding the activities of ‘unofficial political actors’ instead of seeing the recent political movements in the Eastern Arab countries confined in the paradigm of ‘democratization’ and ‘war on terror’. And as a result of the study, it was revealed that the ‘unofficial political actors’ that were hoped to complement the countries’ national functions ended up rather weakening them further.

本研究計画は、主体・制度としての国家が、地域やグローバルなレベルにおける諸変動の影響、さらに難民・移民の到来や宗教・宗派・エスニシティ間の対立など越境的事象の拡散や浸透に抗しながら、いかにその領域主権国家性を維持しているかという観点から、現地調査を含む実証的な調査研究を行い、「グローバル関係学」構築に資することを目指している。2018年度では、国内外のダイナミズムを含めた調査研究の主要対象国として、イラン、トルコ、エジプト、パキスタン、インドネシア、ミャンマーに焦点を当てる一方で、特定の制度的構築のあり方のゆえに顕在化している、難民・移民の移動や受け入れに関わるガバナンスや国際レジームの構築に関する多国間連携の動態、さらに難民・移民の長期的滞在が引き起こすホスト社会における統合・非統合の問題についても、シリア難民に関しドイツで調査研究を実施した。ミャンマーでは、現地の調査機関の協力を得て、独自の世論調査も実施した。 研究領域全体に関わる「グローバル関係学」の理論的視座の構築へ向けた活動の一環として、2018年9月に研究代表者が「重層的文脈重視型『グローバル関係学』の視座：その確立のための予備的議論」を「グローバル関係学」オンライン・ペーパー・シリーズ No.2として公開した。分担者も個別研究成果報告を、２つの国際学会（世界政治学会、欧州社会科学歴史会議）、２つの国内学会（日本国際政治学会、グローバル・ガバナンス学会）、さらに領域がセルビア共和国の社会科学研究所と共催で開催した国際会議 Relational Studies on Global Conflictsでそれぞれ行った。加えて、2018年10月と2019年2月に東京で国際研究集会を主催し、ドイツのフンボルト大学移民統合研究所（BIM）およびイギリスのアガー・ハーン大学ムスリム文明研究所と国際共同研究活動を実施した。 本年度の最大の成果の一つに、国家と制度を旗印に行っている本研究計画の5年の研究期間の最終成果をまとめる際に分析のための枠組みとして共有しうる「通時的な関係性の思いがけない錯綜がもたらすグローバル関係学的な危機」という視点を、本領域のオンライン・ペーパー・シリーズの形でまとめ、公表できたことが挙げられる。その結果、2019年度を通じて、研究代表者および分担者が、この枠組みおよび視点をそれぞれの研究課題に当てはめながら、実証研究の成果を論考の形にまとめる作業にとりかかれることになった。 また同時並行的に、各分担者のレベルにおいて、着実に現地調査を含む調査研究を進め実証研究に必要なデータ収集を積み重ねてきており、その中間的な成果を国内外の学会や本研究計画が主催あるいは共催の形で関与した研究集会等で報告し、フィードバックを得る機会が作れている。 2019年度においては、研究期間の最終年度である2020年度中に公刊できるよう、研究期間の最終成果をまとめる作業に本格的に取り掛かる。具体的には、国家と制度に関わる（制度的・社会的）「境界」面に着目しながら、「通時的な関係性の思いがけない錯綜」により起きている「グローバル関係学的な危機」の実証的分析という共通の目標を掲げ、研究代表者と各分担者がそれぞれの研究課題に関わる「危機」的事象を分析的に掘り下げた論考の草稿を準備し、2019年9月を目途に中間報告会を開催して、フィードバックを得る機会をつくる。また草稿を準備する段階において、必要に応じ現地調査等も実施する。その後、論考を完成させ、研究代表者を中心とした編集作業をへて、年度末までに出版社へ原稿を提出できるよう努める。また、この研究成果取り纏めおよび研究課題の範囲の拡大に資するために、本研究計画の特任研究員ポジションを東京外国語大学に新設し、候補者を選任の上、研究作業に参加してもらう。

科研にデータなし

2018年10月に事業が始まり、初年度であるため、2019年度の国際学会でパネルを組織することを中心にした国際的なネットワークの立ち上げに主な力を注いだ。その結果、6月に東京大学で開催されるスラブ・ユーラシア研究東アジア・コンフェレンスにおいては、本事業の中東・環黒海広域政治研究ユニット（今井リーダー）と「新しい戦争」研究ユニット（錦田リーダー）が中心となって、トルコ、カナダ、セルビアから研究者を招き、2パネルを組織した。11月にサンフランシスコで開催されるASEEESの年次大会では、ロシアの軍事研究ユニット（小泉リーダー）が中心となって、アメリカ、ロシア、カナダ、フランスから研究者を招き、ロシアの軍事政策、準軍事組織をテーマとして2パネルを組織した。こうした組織活動そのものが、研究の概念化の点で有益であった。 11月11日には、最初の研究打ち合わせ会議・研究会を行い、松里が2017年8月の現地調査に基づいてドネツク人民共和国の内政について報告した。 先行する科研費基盤研究Ｂ「ウクライナ動乱の総合的研究」から引き継いだウクライナのリージョン・エリートの伝記の委託調査を完了し、27州すべてについてデータが揃った。データベースとしてインターネット上で発表する。 受入額が168万円であったため、現地調査を行うことはできなかったが、分担者が別財源で活発に現地調査を行った。松里は2月にウクライナで、今井が2月にトルコに行った。錦田は、留学先のドイツや旧ユーゴスラヴィアで現地調査を行った。 初年度であるため国際的なネットワーク作りに大きな力を注いだ。その作業のおかげで、2つの国際学会で4つのパネルを組織できた。その過程で、当初より海外研究協力者としてあげていた6名のうち3名（アメリカ、ロシア、トルコ）がパネリストになってくれ、当初は面識のなかったカナダ2名、セルビア、フランスの研究者計4名と協力関係に入ることができた。 分担者全員が、活発に業績を発表した。5ヶ月間の実施期間中に、23件の学術論文が発表された（近刊含む。うち2件は国際的査読論文）。先行する科研費で行われた調査に基づいた松里の論文が、Nationalities Papers誌の2018年最良論文として表彰された。 他方、実施期間が年度末に近く、実際に配分された予算が少なかったため、この財源を用いた現地調査はなされなかった。分担者は他財源で現地調査を行った。 2018年度にプロポーズした2019年度中の国際会議でのパネルを確実に成功させる。2010年にカナダのモントリオールで開催されるＩＣＣＥＥＳ世界大会に向けてパネルを提案する。今回は、ロシアの政策決定研究ユニットが中心になる。 研究分担者で行う内部研究会を充実させ、旧社会主義圏研究と中東研究の方法的交流を強化する。 第２年目なので現地調査を格段に充実させる。当初の計画通り、トルコ、ロシア、ジョージアでの現地調査を行う。委託調査を活用しながら、イラクのクルド人自治区とクリミアの調査を行い、これらの地域に対するロシアの軍事政策の展開をさらに明らかにする。 当初の計画では、キエヴォ・モヒラ大学（ウクライナ）で国際的な小セミナーを開く予定であったが、予算上の制約から難しいかもしれない。

We conducted a series of case studies of socio-political changes caused by the Arab Revolutions since January 2011, by focusing on important issues such as political reform through the revision of constitution, repression of the popular movements and outbreak of civil war, the refugee problem, and others. The impact of the Arab Revolutions to the Palestinian Question and the structure of the Middle Eastern regional politics are also other important topics in this study. We collected research documents on the above mentioned issues and constructed a tentative data-base of Arab political news.

This research project focuses on the unrest brought by the Arab Spring to the Middle East, and aims to reveal the actual state of the political structure constructed by the non-state actors, which have gained power amid the unrest, and major political actors of the countries that have become “weak states.” Specifically, it pays particular attention to the political movement in the Arab East countries and clarifies the relationship between the non-state actors and the organizations, which have led the politics in these countries within the existing state framework such as the army, security agencies, political parties and political organizations, and NGOs, as well as revealing the influence that such a relationship has on the political and social stability of the region.

This study focused on the contemporary situation and perceptions of migration among the Palestinians and clarified the difference between them in the Occupied Palestine (the West Bank, Gaza Strip, and East Jerusalem) and Lebanon. There were two research methods used for this research - quantitative and qualitative researches - which supplemented each other. The results indicated that there is strong motivation among Palestinians to immigrate for practical purposes such as seeking better jobs or education, as long as the repatriation to their original places in Palestine. However, their migration was restricted by their living condition and types of passports. Family networks helped their movement in any cases of their migration. There was also difference of opinions observed concerning the ideal territories of the future state of Palestine. The two-state solution was not supported by most of the Palestinians in Lebanon in comparison to their modest support in the Occupied Palestine.

This study explores the correlations between the ordinary people's political attitudes and several aspects of the political regimes in the Middle East in order to find a major determinant of regime stability and what a kind of connection between domestic and foreign policy. The findings are as follow, (1) The political mental maps are described as the the people's recognition of the foreign affairs in Iraq, Israel, and Palestine. (2) The research of a party support structure provides an answer to the question why the consequences of Egyptian and Syrian uprisings were different. (3) The migration research project produces a revision of the perceptions of the Lebanese toward cross-border movement.

This study focused on the Arab migrants-refugees including Syrians, Iraqis and Palestinians and tried to clarify their perception as a subject of migration. Their direct motivation of move, choice of destinations, and satisfaction after their migration are investigated. Both quantitative and qualitative method were used for this research and they supplemented each other. The research was conducted in Jordan and Sweden which are both famous for receiving large number of migrants-refugees relatively to their population. The results indicated that Jordan is chosen as a safe and close place for evacuation for the Arabs with different background over decades. Among them, Syrians were not permitted to work and the regulation severed their economic situation. On the other hand, Sweden is chosen as a destination based on the good reputation for their migration policy. The free language education and availability of foreign food in migrants’ district help their integration.
