Overview : 1st Session: "The Present and Future of Cryptocurrency Regulation"

We will invite past Secretary Officers of the Japan Virtual and Crypto assets Exchange Association (JVCEA), a self-regulatory organization working on cryptocurrency regulation, to give a lecture on the history of Japan's cryptocurrency regulations and the concepts behind its institutional design. Based on the social role of crypto assets, we will discuss the future of cryptocurrency regulation.

■ Mr. Makoto Yasukouchi

Secretary Officer, Japan Virtual and Crypto assets Exchange Association (JVCEA)

From July 1995, he was involved in the planning and drafting of tax systems at the Tax Bureau of the Ministry of Finance. From July 2009, he was primarily engaged in planning, drafting, and legal practice related to the revision of international taxation. From July 2015, he conducted research on virtual currency taxation and the theoretical aspects of international taxation at the Research Department of the National Tax College, National Tax Agency. From July 2017, he served as an International Tax Specialist at the Tokyo Regional Taxation Bureau, where he was involved in investigations of international taxation, including transfer pricing taxation, and served as a training instructor. He left public service in September 2020 and was appointed Secretary Officer of the JVCEA in October of the same year.

His major publications include "All About Revised Tax Laws (Revisions Related to International Taxation: 2010–2015)" (Okura Zaimu Kyokai) and "Tax Issues Concerning Virtual Currencies—Current Status and Challenges—" in "Practice, Policy, and Law Surrounding Blockchain," edited by Takashi Kubota (Chuokeizai-sha, March 2018).

■ Mr. Takato Fukui

Former Secretary Officer, Japan Virtual and Crypto assets Exchange Association; Currently at Anderson Mori & Tomotsune

From October 2014, he worked for two and a half years in roles including Legal Officer in the Financial Companies Division at the Supervisory Bureau of the Financial Services Agency, which oversees the enforcement of the Payment Services Act and the Money Lending Business Act. During that time, in addition to being involved in the formulation of administrative guidelines for the virtual currency exchange business, he was engaged in the supervision of fintech companies such as fund transfer service providers and issuers of prepaid payment instruments. He later participated in the launch of the JVCEA and served as its first Secretary Officer from July 2018 to September 2020. He returned to Anderson Mori & Tomotsune in October 2020.

His major publications and writings include "Fundamentals of M&A Practice [2nd Edition]" (Shoji Homu Co., Ltd., June 2018), "Self-Regulation and Current Status of the Virtual Currency Industry" (Niben Frontier, October–November 2019 issue), and "Legal Amendments and Practical Trends Concerning Virtual Currencies and ICOs" (Jiyū to Seigi, February 2020 issue).
