Abstract: In 2016, the Google Books case concluded with a victory for Google. The digitization of English-language books and the provision of search services for them were legally recognized as falling within the scope of fair use under US copyright law, establishing the company as a key player in the distribution of e-books for the foreseeable future. Meanwhile, in Japan, the Copyright Act was amended based on the "Nagao Concept," creating an institutional foundation for the National Diet Library to build a digital collection of copyrighted works, making parts of it available online and transmittable to libraries nationwide. We will explore the significance of these developments and their impact on the future of book distribution and libraries with attorney Masayuki Matsuda, author of "Analysis and Evaluation of Google Books Case Materials: How to Create a National Archive" (Shoji Homu, 2016).
