Abstract
In situations requiring public decision-making, such as the formulation of basic plans, even the best-laid policies will remain mere pipe dreams unless they are shared by many and lead to action. Therefore, a process of discussion is essential to work toward common goals. However, sharing these goals is not easy, especially when there are differing levels of interest, values, and stakes. This study aims to clarify, through experiments, surveys, and on-site practice, what kind of discussion forums can be designed to better overcome differing values and facilitate efforts toward common goals. This program, set in Hokkaido, also concurrently disseminates its research findings through collaborative practice with stakeholders involved in on-the-ground environmental policy. Furthermore, this program functions as a platform for promoting interdisciplinary research in the social sciences, including social psychology, economics, and sociology. This lecture will present an interim report on its progress.
