In modern Japan, the bureaucracy has been widely regarded as an elite group essential to the country’s modernization. After the Meiji Revolution, which transferred power from the Tokugawa shogunate to a new government dominated by former han-domainal elites, the leadership recognized the limitations of staffing the higher bureaucracy solely with their own members. In response, they recruited talented individuals from across the country, including former Tokugawa retainers, and introduced a merit-based appointment system in 1887—prior to the promulgation of the Meiji Constitution. This meritocratic bureaucracy was supported by the early construction of a national education system. The Charter Oath of 1868 presented an ideal of a society where individuals could realize their aspirations, and the education system was built to support that vision. Article 19 of the Meiji Constitution codified the principle that any person who met the required qualifications could become a military officer or civil official, placing the bureaucrat at the apex of personal advancement. As a result, talented young people from the provinces began to aspire to bureaucratic careers, and the state succeeded in institutionalizing a system for recruiting capable personnel through meritocracy. Through their high level of expertise, they significantly enhanced the productivity of Japanese administration and played a central role in establishing Japan’s status as an administrative state. Bureaucrats in modern Japan collaborated with party politics, which emerged as a major force in the democratic movements of the early 20th century. Bureaucrats-turned-politicians played a key role in connecting the administrative and political spheres. However, as political parties became increasingly corrupt, the bureaucracy moved to dismantle the party system, and some reform-minded officials aligned themselves with the military in prosecuting the Pacific War. After Japan’s defeat in 1945, many bureaucrats remained in place and assumed leading roles in the postwar reconstruction of the country, even though most military personnel and party politicians were purged from public office for their wartime roles. In close cooperation with the Liberal Democratic Party, these bureaucrats oversaw Japan’s economic recovery and rapid growth. Their power often rivaled or even surpassed that of the ruling party. Throughout modern Japanese history, bureaucrats have maintained an equal footing with their ever-changing clients in society and the economy by relying on their high level of expertise and the reputations they built through self-driven efforts. This dominance, however, made them a frequent target of criticism. Following the collapse of the asset bubble in the late 20th century, public discontent with the bureaucracy intensified. The Democratic Party of Japan criticized the system of “bureaucratic control,” and the establishment of the Cabinet Bureau of Personnel Affairs in 2014 transferred key personnel authority to the Prime Minister’s Office. These reforms significantly transformed the structure and perception of the Japanese bureaucracy in the 21st century.

Last year, Japan celebrated the one hundred and thirtieth anniversary of the establishment of the Meiji imperial constitution. As the first constitutional state in Asia, Japan’s experience soon garnered the attention of the world. As in the post-war era where Japan’s model of high-speed economic growth proffered a model for developing countries, in the pre-war imperial world, Japan’s experience with constitutionalism provided encouragement to those nations, then colonies of the European powers. Yet this history of constitutionalism was by no means a story of unalloyed successes. Rapid modernization and economic growth in no short order destabilized Japan’s traditional order, giving birth to an unstable social structure. How to design the relationship between the state, political parties and nation has remained a major question which has continued up to the present. Clarifying how the three parts of the triangle (state, parties, nation) have evolved over the last one hundred and thirty years provides important insights into how the development of Japanese ‘democracy’ has differed from the experience of the Western democracies. Keywords: Modernization, democracy, constitutionalism, state, political parties
