Keio Gijuku Educational Corporation is revising the calculation method for general administrative expenses (overhead: OH) and introducing a new "Intellectual Contribution Fee" to further strengthen industry-government-academia collaboration and ensure the sustainable development of research activities. This initiative is based on the concepts outlined in the "Guidelines for Strengthening Joint Research through Industry-Academia-Government Collaboration" (formulated by the Ministry of Education, Culture, Sports, Science and Technology and the Ministry of Economy, Trade and Industry on November 30, 2016, and supplemented on June 30, 2020).
Previously, Keio University calculated general administrative expenses as a fixed percentage of the total research budget. With this revision, the method will change to a fixed percentage (18% or more) of "direct costs." This transition creates a system that more appropriately reflects the research infrastructure maintenance costs required according to the scale of the research.
Furthermore, the newly introduced "Intellectual Contribution Fee" is a framework to account for the intellectual contributions made by researchers in the implementation of joint research and other projects as compensation. By introducing this fee, the portion equivalent to the personnel costs of researchers previously borne by Keio University can be allocated to improving researcher treatment, creating environments where they can focus on research activities, and securing diverse and talented personnel. This will further promote the improvement of research performance and the return of research results to society.
