Symposium on "Human-Centered Local Digital Democracy" to be held on Wednesday, July 10, 2024.

As the social implementation of advanced technologies, including generative AI, becomes increasingly sophisticated year by year, we are entering an era where the utilization of AI technology and other tools is unavoidable. Furthermore, disinformation and misinformation spreading primarily through social media have become global threats to democracy—not only through slander and defamation but also by causing social chaos during large-scale disasters—and are becoming issues that local governments cannot afford to ignore.

In September 2023, Tottori Prefecture established a study group to discuss what constitutes appropriate local government management, taking into account the principles of democracy and local autonomy. In April of this year, the study group proposed the "Local Government Digital Ethics Principles" in its report, a move unprecedented in Japan.

In this symposium, we will discuss the future of local governments by exploring why perspectives on ethical principles, such as being "human-centered," are important in the era of generative AI, and how local governments should address the benefits and risks brought about by the advancement of digital technology.
