Research on the Realities of Telework and Workers Amid the Spread of COVID-19 (Preliminary Report on the 9th Survey on Telework Realities for Workers)

Professor Toshihiro Okubo of the Faculty of Economics at Keio University has been conducting large-scale surveys on telework and the work, lives, and attitudes of workers in Japan amid the spread of COVID-19 since April 2020, when the pandemic began. This is the ninth installment of the "Survey on Telework Realities for Workers," a large-scale nationwide survey of 10,000 workers conducted in collaboration with the Nippon Institute for Research Advancement (NIRA).

According to the preliminary results of the 9th survey, the nationwide telework utilization rate, which had been mostly flat, has recently declined, reaching 13% (23% in the Tokyo metropolitan area) as of March 2023. The results also showed that the work efficiency of teleworkers has significantly increased since the early stages of the COVID-19 pandemic. Whether telework becomes established in the future seems to depend on whether this work efficiency can be maintained.
