Advances in today's information technology, such as networked artificial intelligence, are expected to have a major impact on the future of humanity, an impact so significant that it could be described as the rise of a new cyber civilization. With the determination to lead the development of this new civilization in a way that truly contributes to human well-being, Keio University has established the Cyber Civilization Research Center within the Keio University Global Research Institute (KGRI; Keigo Komamura, Director).

To make this a global initiative, Keio University has invited Dr. David Farber, who has led research at Carnegie Mellon University and the University of Pennsylvania, to serve as Co-Director. Dr. Farber specializes in computer science and public policy and served as Chief Technologist for the U.S. Federal Communications Commission from 2000 to 2001. He will promote university-wide efforts together with Jun Murai, Dean of the Graduate School of Media and Governance, who also serves as Co-Director. Jiro Kokuryo, Vice-President, who has a research background in this field, will be responsible for the center's operations.
