On May 12, 2017, Waseda University Library and the Keio University Media Centers (libraries) held a signing ceremony at the Keio University Mita Campus for a memorandum of understanding regarding the joint operation of Japan's first library system, with a target launch in fiscal year 2020.

Waseda University and Keio University signed the "Agreement on Mutual Use of Libraries between Waseda University and Keio University" on April 1, 1986, which has since allowed full-time faculty, graduate students, and undergraduate students to mutually use each other's libraries. By expanding this framework, the universities aim to improve convenience by selecting a library system for joint use, storing both universities' bibliographic data in it, and enabling mutual access.
