Overview :
We will welcome Mr. Hiroto Shimauchi, an attorney at ZeLo, a Foreign Law Joint Enterprise, who is involved in businesses utilizing crypto assets and blockchain technology, to give a lecture.
Crypto assets, represented by Bitcoin, are regulated by laws such as the Payment Services Act to protect users and ensure the proper operation of businesses that handle them. To begin, the speaker will provide an overview of crypto asset legislation and recent amendments, touching upon specific case studies.
The lecture will also focus on DeFi (Decentralized Finance), which is said to have the potential to significantly transform financial services. DeFi is a system where various financial services are provided autonomously through smart contracts on a blockchain. It is a revolutionary service as it does not require a specific administrative body, which has led to calls for a review of existing legal and regulatory approaches. The speaker will discuss the emergence of DeFi and the future of crypto asset legislation, incorporating insights from international discussions.
■ Mr. Hiroto Shimauchi
Graduated from the University of Tokyo, Faculty of Law in 2017 and passed the preliminary bar examination. Registered as an attorney in 2019 (admitted to the Daini Tokyo Bar Association). Joined ZeLo, a Foreign Law Joint Enterprise in 2020. He has been involved in organizing and structuring legal schemes for many businesses that use blockchain technology. Since June 2021, he has been a member of the screening committee at CAMPFIRE SOCIAL CAPITAL Inc. His publications include "Strategy and Practice of Rulemaking" (Shoji Homu, 2021), "Japan in Space - National Architecture, Policy, Legislation and Business in the 21st Century" (Eleven International Publishing, 2021), and the article "Stablecoins, DeFi, and CBDCs" (Financial and Commercial Law Precedents No. 1611, 2021).
