On January 25, Tsuchiya Motohiro, KGRI Vice Director and Professor at the Graduate School of Media and Governance and five others made up a Keio delegation which visited the Hong Kong University of Science and Technology to engage in discussions on national security in Japan and Asia with Hong Kong-based researchers.

During the visit it was agreed to investigate the potential of convening public symposiums or seminars in either Tokyo or Hong Kong in the future. In addition, it was agreed to actively look into the possibility of invitations being extended to Hong Kong counterparts by co-advisors from Keio University. It was decided that at such times the scope of visits by those invited would extend to discussing the co-authoring of papers.
