This is an announcement for a lecture hosted by the Keio University CPS (Cyber-Physical Sustainability) Center, represented by Professor Yuko Kimijima of the Faculty of Law. The lecture by attorney Kunio Miyaoka, titled "Cybernetic Avatars (CA) and Security: How Humans Coexist with Avatars," will be held on November 18, 2025, from 16:15 at the North Building Hall on the Keio University Mita Campus. Cybernetic Avatars (CA) include avatars in the metaverse operated as human alter egos and avatar robots, and they are attracting attention as a new technological foundation that expands human physical and cognitive abilities, enabling free movement between physical and cyber spaces. On the other hand, security risks such as potential military use and diversion to intelligence or covert operations have also been pointed out. In this lecture, we will examine the relationship between CA and security based on existing legal systems such as international humanitarian law, export control, economic sanctions, and infrastructure protection legislation. We will also consider how to address security risks in the CA era, referring to cases such as the use of unmanned aerial vehicles in recent regional conflicts.
