The Commemorative Lecture on Yukichi Fukuzawa's Lectures on Wayland's *Elements of Political Economy* has been changed to an on-demand streaming event due to the COVID-19 situation.

On May 15, 1868 (the 4th year of the Keio era), during the Boshin War, while the battle between the imperial army and the Shogitai corps raged in Ueno and the sound of cannons echoed throughout the city of Edo, Yukichi Fukuzawa remained unfazed and, as usual, delivered his lecture on the imported book, Wayland's *Elements of Political Economy*. He demonstrated to the Keio students that not a single day of academic pursuit should be neglected.

In honor of this episode, a recording of the lecture is scheduled to be released on May 15 at 10:00 AM, the same time the original lecture began.

Overview

In 2010, at the entrance ceremony for the distance learning program, I spoke about "the contemporary meaning of 'A country's politics are a reflection of its people.'" This phrase, "Kono jinmin arite...," is from "Gakumon no susume (An Encouragement of Learning)." At that time, social security policy, my area of expertise, was being heavily swayed by politics. Ten years have passed since then. What historical path has the relationship between politics and social security followed, and how can these developments be positioned within the relationship between democracy and capitalism? I will discuss this from the perspective of distribution and redistribution issues, an area of economics that inevitably involves value judgments and policy ideas.

About the Lecturer

<Brief Biography and Positions>

Primary research areas are social security, economic policy, and health economics.

After graduating from the Faculty of Business and Commerce, Keio University, and completing the Master's and Doctoral Programs at the Graduate School of Business and Commerce of the same university, he served as a full-time lecturer at Kaetsu Women's University, an assistant and then an associate professor at the Faculty of Business and Commerce, Keio University, before assuming his current position in April 2002 (Ph.D. in Business and Commerce [Ph.D. (Business and Commerce)]).

He was a Visiting Fellow at the Faculty of Economics, University of Cambridge, from 1996 to 1998, and a Visiting Fellow at Downing College, University of Cambridge, in 2005. In 2004, he received the Excellent Book Award for Labor-related Publications. He has served as a member of the National Council on Social Security, the National Council on Social Security System Reform, and as chair of the Study Group on Promoting Social Security Education, among other positions.
